It is desired by my Government to extend the
duties of Lieutenant Commander Irving V. Gillis
of the United States Navy, now serving as Naval
Attaché at our Legation at Peking, China, to the
British possessions in the Far East, and I am there-
fore instructed to ask you whether this arrangement
would be agreeable to His Majesty's Government, and
in the event of its proving so, to request that you
will be so good as to cause such instructions to
be given to the Colonial Authorities as will ensure
their kindly reception to Lieutenant Commander Gillis
and their courteous assistance to him in the per-
formance of his duties.
